21 Years of Innovation Development in Tatarstan
The Investment and Venture Fund of the Republic of Tatarstan celebrated its 21st anniversary. Over these years, the fund has become one of the key development institutions in the region, participating in the creation of an ecosystem supporting technological business, thanks to which the Republic has become one of Russia's leaders in terms of innovation activity.
Over two decades, IVF RT has created a multi-level infrastructure for technological entrepreneurship – from early-stage startup development to scaling industrial production. Over 21 years, the fund's total portfolio has covered more than 780 projects with a total investment volume of 7.4 billion rubles. Each ruble invested attracts between two and nine rubles of private investment.
From Startups to Industrial Leaders
Among the companies that have grown with the fund's support are tech brands of a federal level. Large industrial projects that received co-financing jointly with the federal Industrial Development Fund are aimed at developing critically important industries. For example, LLC PK "YUST," a manufacturer of domestic catalysts and adsorbents for petrochemistry that meet world standards, is expanding its catalyst production. This will reduce the dependence of this strategic industry on foreign reagent supplies.
Another funded company, LLC "Kazan Selmash," is implementing a project to modernize and expand the production of agricultural sprayers by localizing components. This will increase technological independence and the availability of quality equipment for Russian farmers.
Results of 2024–2025
In 2024–2025, IVF RT continued to demonstrate steady growth. The total volume of investments in technological projects remains stable at around 1.5 billion rubles annually. Together with the Industrial Development Fund, six production facilities were financed this year for a total of 1.1 billion rubles, and 1.4 billion rubles last year. Technological projects are addressing critical import dependencies in energy, medicine, petrochemistry, automotive, and agriculture.
IVF RT and its Contribution to the Development of Key Russian Technological Events
In recent years, the Investment and Venture Fund of the Republic of Tatarstan has become one of the most prominent participants in the country's largest business and technology forums. The Fund not only represents the republic's ecosystem but also shapes the industry's agenda, acting as an organizer, partner, and expert at leading professional platforms.
One of the central events where IVF RT plays a key role remains the Russian Venture Forum. The Fund has been organizing it since 2005 together with the Tatarstan Academy of Sciences, RAVI, the Association for the Promotion of Digital Development, and the Technopark "Idea." Over the course of the forum's history, more than 2,400 companies and 700 startups have participated. In 2025, the event brought together over 5,000 participants, more than 200 speakers and investors from 25 countries. The 20th anniversary Russian Venture Forum will take place in the spring of 2026 under the slogan "Technological Leadership – Investing in the Future," with an expected attendance of around 6,000 people and an expanded international program.
The Fund also plays a significant role within Kazan Digital Week, an international forum for digital technologies. IVF RT traditionally presents the "Innovations Integrated into Business" direction there, demonstrating tools for supporting technology companies and startups. In 2024, the forum gathered over 19,000 participants, 141 booths, and 215 organizations. In 2025, held at the Kazan Expo venue, the Fund also actively participated in the business program, presenting updated support measures and ecosystem projects.
In the industrial sector, IVF RT is strengthening its position at the Global TEMP Forum, one of Russia's main platforms for metalworking and additive technologies. In 2025, the Fund organized a session on industrial support measures and took first place among regional funds in the country in terms of the volume of funded projects. The forum brought together more than 6,000 participants, 83 companies, and delegates from 60 cities.
In the university and scientific agenda, the Fund is actively represented at the All-Russian Forum of Technological Entrepreneurship "TechPred," organized by the Ministry of Science and Higher Education of the Russian Federation. IVF RT participated as a partner from Tatarstan, showcasing the experience of the university startup studio and the work of the Lobachevsky Fund, one of the few student investment instruments in Russia.
IVF RT plays a separate role at the international platform KazanForum "Russia – Islamic World," the largest economic event uniting Russia and the countries of the Organization of Islamic Cooperation. In 2025, the forum gathered over 22,500 participants from 74 countries, 61 regions of Russia, and representatives from 96 countries at business sessions. IVF RT was one of the active participants, presenting the potential of Tatarstan's technological ecosystem and signing a key agreement with a private fund established by the Dubai Chamber of Commerce and Industry. The document provides for joint financing of projects in technology and agriculture. IVF RT's participation in KazanForum strengthens the region's international cooperation and opens access for Tatarstan startups to new markets in the Islamic world.
Focus on University Initiatives
The Fund actively develops university technological entrepreneurship. The University Startup Studio took on 30 new companies for support with a total investment volume of over 111 million rubles. The Lobachevsky Fund has over 50 projects in its pipeline, of which 4 companies have been financed for a total of 68.2 million rubles.
Support for university initiatives is also realized through the republican competition "Innovation of the Year." In 2025, the competition gathered more than 220 applications, including developments from Belarus. Schoolchildren, students, researchers, and technology companies of Tatarstan participate in it.
Priorities and New Directions
The Fund maintains its focus on the development of digital technologies, medical developments, new materials, "green" chemistry, biotechnology, industrial automation, and robotics. In 2025, it is planned to allocate at least 500 million rubles to support early-stage startups.
IVF RT continues to create an ecosystem where scientific developments turn into commercially successful products. For example, the "GruntSorbService" project signed an agreement with PJSC Tatneft, and the device for automated injections "Komarik" entered the top 10 best university startups in Russia. The company Dobrokhim has successfully completed pilot implementations for wastewater treatment at major oil companies. To date, pilot tests continue in the field of galvanic production (more than 75 enterprises in Russia), the production of electrical equipment, and in the municipal water supply system.
A New Stage of Growth
As it turns 21, IVF RT is entering a new stage of development. The Fund plans to develop corporate venture funds and strengthen areas in the field of artificial intelligence, "smart" manufacturing, and deep technologies.
